I can only image it has something to do with our proxy. I have it exported, but it looks like something else is in play

yeah it's probably a proxy issue if you're using one, could you email support@pulumi.com and we'll get someone to assist?

Normally tools read the

HTTPS_PROXY

and

HTTP_PROXY

environment variables. I'm guessing that doesn't work here?
