I was trying the same (mainly for caching purpose) and didn't find a Pulumi way. I ended up with running `docker buildx install` before `pulumi up.` In my case this was via a <https://github.com/docker/setup-buildx-action|setup-buildx-action>  in GitHub Actions workflow.
