yes. the reason this happens is because Pulumi doesn't actually know what the result of the API call it made was, so we ask you to reconcile your state with the cloud provider to ensure everything is as expected

<@UCWG26BH7> is it on the roadmap to provide a CLI/web tool for viewing/editing the pending operations?  Puling down json, manually editing json, then reuploading json is a bit error prone.  Though I suppose there are no great solutions here
