can anyone help me understand why upgrading from `@pulumi/aws`  v3.0.0 to v3.38.1 causes the next `pulumi up` to remove the AWS tags assigned to some (not all) resources in the stack?

no other code changes have been made aside from updating the dependency

also, upgrading `@pulumi/pulumi` from v2.0.0 to v2.25.2 seems to exacerabte the problem even further, removing tags from the vast majority of resources in the stack
