As mentioned, pretty sure this will be fixed this week in time for 0.16, so for now if you're okay manually setting them, it should "just work" soon.

FWIW - see https://github.com/pulumi/pulumi-terraform/pull/240 which will solve the underlying problem here and make the default config experience nicer once merged and adopted into providers.
