You could in theory build something that statically links in the `<http://github.com/pulumi/pulumi/pkg|github.com/pulumi/pulumi/pkg>` pieces.  But probably going to be easier to just run `pulumi` CLI commands.  Either way - `pulumi` spawns several subprocesses for various resource providers and language hosts.
