It's not _all_ resources, just certain ones. And I don't know why those certain ones. Applying regardless doesn't seem to break, and the diff is then fine until/unless I switch back. I'm just curious what's causing it.

First thing to check is the lock file: rebuilding the lock file will change versions and that might be the factor. Every now and then a Pulumi version does cause some resource changes. For example, 3.202 caused Typescript component resources to gain a pile of properties.
