does pulumi have the concept of custom modules? I ask because if wanted to start converting to pulumi how would that effect our opinionated tf modules?

yes! Pulumi has components:
https://www.pulumi.com/docs/intro/concepts/resources/components/
What’s even more amazing about Pulumi is, you can write those components in one language (ie, C#) and then you can use those components from any support Pulumi language
