No, but you can give multiple targets with `--target urn1 --target urn2` so you could with some scripting grab all the urns from your statefile and then just remove the one to skip. Feel free to raise an issue asking for first class support of this as well, it probably wouldn't be too tricky to add, just the inverse of --target.
