Can I delete pulumi URNs from the pulumi console?

As in app.pulumi.com? I don't think that supports any editing of saved state currently.

That’s correct — the Service console supports downloading state files, but not uploading them, and it doesn’t look like there’s a published a REST API endpoint for it. https://www.pulumi.com/docs/reference/service-rest-api/
