Can Pulumi be considered as an CDK? in the list with AWSCDK, terraformCDK etc?

not really. CDK outputs a plan or configuration template, Pulumi operates differently. The authoring experience is the same (ie, using languages to describe your code) but the execution experience is very different and more flexible
