Hi folks are there any troubleshooting steps I can follow for the GitHub App not commenting on PRs?

Our code is in GitHub and our CI is Azure Pipelines. We are using the Pulumi service. The GitHub app is installed for the (private) repo in question. The link to the PR shows up in the pulumi dashboard so theoretically the service _knows_ about the PR, but it doesn't seem to trigger a comment. There's no sign of the Pulumi App in the Checks tab on the PR.
