This is a feature Pulumi supports on Enterprise + editions. In Settings &gt; Access management, you can toggle off “Allow organization members to create stacks and transfer stacks to this organization.”

Got it, so I can't see this setting because I am not an admin of the org I assume. Good to know it exists.
