Looks like the same issue as <https://github.com/pulumi/pulumi-kubernetes/issues/2224>

found the issue.... it's not respecting the provider in the Pulumi.yaml. I have cluster kubeconfig resources therein, but the initial query was unable to look at the cluster yet.

running `gcloud container clusters get-credentials` first resolved it
