is there a reason you're creating the pvc for the deployment in a separate stack? we tend to bundle our resources logically where possible. we tend to have a base stack which would provision our vpc, networking config, account level config etc. Then we create an eks cluster in one stack along with the controllers to provision ebs storage classes in one stack, then each workload we want to deploy in the cluster we do from its own stack, so the pvc is creatd along with the deployment
