It's a known issue, <https://github.com/pulumi/pulumi-azure-native/issues/1997> the team have been investigating ways to either make the TS code footprint smaller, to import less at once, or to split into multiple packages.
It's a relatively high priority work stream, just pretty tricky :disappointed:

Is there a way to ask the ts server to wait more?

I don't think so. You can give it more memory: <https://github.com/pulumi/pulumi-azure-native/issues/1997#issuecomment-1447248996> but I don't think there's any settings to just increase the timeouts
