Hey <@U012UJTT55M>! The reason your deployment is stuck here is due to the org being on a legacy SKU. Deployments are not enabled for legacy SKUs, but this could definitely be a better experience with an immediate error response rather than being stuck in pending state. I opened an issue internally to return an error here.
