My org has the following configuration for our Pulumi Cloud Deployments GitHub settings. Despite this, Pulumi Cloud is creating/deploying PR review stacks. We'd like to keep deployments enabled so that we can manually use them, but so long as Pulumi Cloud is taking automated actions we need to keep deployments paused. How can we fix this?

you will likely also need to delete the PR stack that was generated (destroy Action followed by delete stack in the settings).

I've done so for all the ones that were created

and it still recreates them?
