I ran into a similar issue with guardDuty resources...pulumi was always showing a diff....I raised the issue with Pulumi support and it turned out to be a a bug with the underlying (terraform) provider....to work around it they advise to use <https://www.pulumi.com/docs/intro/concepts/resources/#ignorechanges|ignoreChanges>
