Is droplet a virtual machine on Digital Ocean? If so, we have an example of copying files via SSH at <https://github.com/pulumi/examples/tree/master/aws-ts-ec2-provisioners>.

You could do something similar with Dynamic Provider to run a local command to do the rsync instead if you preferred that - <https://www.pulumi.com/docs/intro/concepts/programming-model/#dynamicproviders>.
