With the new aws-native provider, is there an AWS quota I can increase that would reduce the rate of these rate limit errors?

I'm seeing this while trying to add a lambda layer to a single lambda, which deletes and then reads a lambda resource. This seems like it shouldn't cause a ThrottlingException?
