Hi, are we able to access `pulumi` through Github Actions Workflows if we're on the Team plan? or does it *have* to be Enterprise?

The `pulumi` CLI will execute the same as it would on your local device. It needs an access token like any Pulumi CLI operation, so you would need to create a pseudo-user or reuse an access token of an existing team member.
