The PR is adding base functionality discussed here:

In short - it’s about not requiring to delete child resources when deleting the parent resource in scenarios where deleting the parent resource on the provider already deletes child objects (Think about the time wasted getting valid credentials connecting to SQL databases and running queries that delete roles when you want to delete the database itself)
