Can I invoke all the CLI commands from Code?  I am hoping to use Pulumi in combination with Temporal and don't want to have to reach out to the shell.

Automation API is the tool you're looking for.

Phillip,  Not sure if you know but does Terraform have something similar?

It seems like something folks would definitely want,  I couldnt find anything

To my knowledge, there isn't a comparable Terraform product.
