hey all quick question when im working with my team and we each do a pulumi deployment, why does the next user who deploys have to redeploy the entire stack and not only the diff?

that doesnt sound right, we do this on a daily basis to our sandbox environments. its possible that the stack might need to refresh due to different providers etc but doesnt sound right to deploy the whole stack, unless the other person is destroying it?
